College Promise for All is a comprehensive proposal for a national Promise based on lessons learned from over 360 existing local and state Promise programs as well as insight from over 100 researchers, education leaders, and policy makers.
The proposal lays out a plan to eliminate tuition and fees for eligible students seeking a postsecondary education at our nation’s public community colleges and 4-year colleges and universities and significantly limits the cost to attend private, not-for-profit 2- and 4-year institutions.
This bold restructuring of higher education opportunities to utilize successful Promise pathways would greatly boost America’s talent pipeline and help the U.S. in both economic recovery and global competitiveness.
