The Folsom Lake College/Rancho Cordova College Promise was developed by Folsom Lake College, the Folsom Lake College Foundation, and the City of Rancho Cordova. Recent high school graduates who are Rancho Cordova residents will be able to attend their first year at Folsom Lake College fee-free. The Promise program will begin serving students in the 2017-18 academic year.

Initial funding for the program comes from the Rancho Cordova City Council, which allocated $100,000 from the Measure H Community Enhancement Fund. Further, leaders of the program are in the process of securing contributions from the private sector.
